Amid a rapidly escalating misinformation campaign, Qorvis partnered with CapturePoint Solutions to reset the narrative and earn community trust in its carbon capture and storage (CCS) project in Central Louisiana.

Our mandate: counter a well-organized opposition movement fueling public skepticism across the region.

The project required more than technical explanation. It required sustained engagement, credible third-party validation, and disciplined messaging to address local concerns and restore confidence.

The initiative began with regional polling and stakeholder mapping to identify influencers and opposition voices. Qorvis conducted targeted outreach by holding meetings with local officials and law enforcement, auditing and refining digital materials, and developing a “Fact vs. Fiction” campaign to dispel misinformation.

We supported this effort with a coordinated digital advertising campaign and grassroots community engagements featuring CapturePoint executives, all designed to shift public perceptions of CCS toward informed support. In parallel, we created the “American Energy Security Project,” a coalition providing credible third-party advocacy for the carbon industry in Louisiana.

Through coordinated state and local lobbying efforts – both public and behind the scenes – we reinforced policy support during the legislative session and protected the regulatory environment necessary for project advancement.

The campaign strengthened relationships with local and national stakeholders, increased digital engagement, and measurably improved sentiment across the CENLA region. We shifted local attitudes through a sustained on-the-ground and digital presence, combined with philanthropic initiatives that integrated CapturePoint into broader community development.

This progress was reflected in the local Police Jury’s decision to rescind its official opposition to CapturePoint’s carbon sequestration project. During the state legislative session, all proposed legislation to halt new carbon sequestration projects was defeated.

Over the course of the year, CapturePoint’s Class VI well permit advanced to the state’s five-permit shortlist for approval. State officials publicly cited CapturePoint as a model industry partner due to its extensive efforts to combat misinformation, address local concerns, and communicate the project’s economic benefits.
